With endemic corruption, Mexico's people must struggle to use the ladder of opportunity to make a better life for themselves and their families. If we can help Mexico overcome this corruption through greater transparency and accountability, then America will have a stronger border. Many Mexican citizens, including illegal aliens, might choose to return to Mexico.
Mexico has serious economic and political problems. There is a lack of serious economic development in Mexico for a variety of reasons, including a very corrupt bureacracy. An investigation is ongoing in the cases of Vicente Fox's stepsons. He berated his critics for their work. A recent article on Marta Sahagún de Fox, wife of President Vicente Fox, detailed her lavish public spending on a personal staff. Proceso, a Mexican magazine, reported that the First Lady's top 11 employees alone cost the federal payroll $782,000 a year, with the top five earning salaries of $91,000. In addition, her sons are also under investigation for influence peddling. The newspaper Reforma published a photograph of the Lear jet allegedly owned by her oldest son, Manuel Bribiesca Sahagún. He runs a contracting business. Reforma said a close associate and presumed business partner of Bribiesca had obtained 2.5bn pesos ($230m) in construction contracts under the Fox administration.A recent book by Olga Wornat, an Argentine journalist, detailed her sons' sudden wealth in a Financial Times story: Mexico signed the "Convention on Combating Bribery of Foreign Public Officials in International Business Transactions (OECD)" . It went into effect on on May 17, 1999. A report on its success, called "Evaluation of Implementation by Mexico", was prepared by Transparency International. The Transparency International mission: "Transparency International, the only international non-governmental organisation devoted to combating corruption, brings civil society, business, and governments together in a powerful global coalition." Corruption contribute to a variety of social ills. The International Monetary Fund (IMF) is an international organization of 184 member countries. It was established to promote international monetary cooperation, exchange stability, and orderly exchange arrangements; to foster economic growth and high levels of employment; and to provide temporary financial assistance to countries to help ease balance of payments adjustment. Widespread corruption and poor governance are serious problems in many countries. They cut into government revenues and lead to wasteful spending, thereby weakening a country's economy and eroding the public's confidence in its institutions and policies. The IMF has been promoting good governance in member countries by supporting economic policies and structural reforms that limit the scope for siphoning off funds, pushing for transparency in public sector financial transactions, providing technical assistance to improve public resource management, and conducting policy research. A book recently published by the IMF includes staff studies on the impact of corruption on economic performance. Mexico is fairly corrupt. It lies in the middle of the Corruption Perception Index.
